PURPOSE: A partially elastic planar conducting element is provided secure activity and wearability by forming a part required to have elasticity to be an elastic structure and a part which does not need elasticity to be inelastic structure. CONSTITUTION: A partially elastic planar conducting element comprises an elastic planar element (11) which is composed of an elastic structure or a material that are flexible when external force is applied; an inelastic planar element with an inelastic structure or with less elongation compare to the elastic planar element which is arranged in a body to form one plane being adjacent to the elastic planar element; and a conducting wire (13) arranged on the elastic planar element or the inelastic planar element.
