PROBLEM TO BE SOLVED: To provide a radio base station device, communication control method, and communication control program capable of suppressing the increase of transmission delay of a packet with handover and achieving stable communication.SOLUTION: A radio base station device 101 includes: a handover prediction part 21 for predicting the occurrence of a handover operation in a radio terminal device 202 from an own radio base station device to another radio base station device; and a transmission control part 14 for preferentially transmitting to the radio terminal device 202, a target packet being a packet where the radio terminal device 202 with the occurrence of a handover operation predicted by the handover prediction part 21 is defined as a destination among packets received from a host network.
