PURPOSE: A risk management system based on past information and a method thereof use conflict or claim information actually occurred during past plant construction to make a database, and then use it to support decision making by evaluating risk in advance of bidding and contracting. CONSTITUTION: A risk management system uses a check-list to collect a risk element occurred during past plant construction from multiple users (S10). Information collected from the multiple users is made into a database and stored at a database (S12). In order evaluate risk on a plant construction to accept an order, plant construction information necessary for evaluating risk is inputted (S14). Risk evaluation is performed based on the plant construction to accept an order by the plant construction information inputted and the information stored at the database (S16). A result of risk evaluation is outputted through an output unit and provided to a user (S18).
