PURPOSE: A targeting messaging method for managing inbound roamer messages and roamer information which is linked with credit card companies and a system thereof are provided to enable public institutions, such as Korea tourism organization or local governments, to send out promotion messages and to enable advertisement messaging with coupons or others for target marketing depending on the nationality or the location of an inbound roamer, thereby increasing the sales of stores or fee profits of credit card companies. CONSTITUTION: A roaming customer information gathering unit in a roamer management server collects the roaming information of inbound roamer terminals located in a mobile network through GLR (S10). A welcome message which includes greetings, rates for using Internet connection, a mail service, SMS, MMS, and a voice call, and charging details is sent as a text message in an own language of each terminal (S11). A schedule input/output unit registers identifiers for distinguishing private company servers and public institution servers. The schedule input/output unit receives a sending schedule and the content of an advertisement including a mobile coupon from a private company server to send out an advertisement message (S20), and the content to be sent out (S21) is stored in a message/advertisement database (S22). If the schedule input/output unit receives a promotion message from a registered public institution server (S23), a target extraction unit analyzes the terminal information stored in a terminal information database and extracts inbound roamer terminals located within a certain area for a certain period of time regardless of the message reception agreement (S30). A sending unit sends the extracted inbound roamer terminals a text message in an own language of each terminal (S31).
