PROBLEM TO BE SOLVED: To provide a relay device for a mobile phone, packet transmission method, and packet transmission program that improve communication quality provided for a user by effectively utilizing limited resources by priority control according to a data type.SOLUTION: A relay device 110 for a mobile phone relays a communication packet between a subordinate mobile network and an external network, re-evaluates priority of transmission packets by distinguishing packets requested for relaying and the other packets of the transmission packets, and preferentially transmits a packet with the re-evaluated higher priority. This allows limited resources such as the processing ability of the relay device 110 and a limited operation time accompanied by battery drive to be effectively utilized by distinguishing data transmitted by a plurality of user terminals and control information transmitted by the relay device 110 for a mobile phone itself.
