PURPOSE: A pressed powder cosmetic composition containing starch and kaolin is provided to excellently absorb moisture and oil with superior air permeability and to effectively prevent skin disorders in babies, caused by moisture and sweat, using starch and kaolin with high skin affinity. CONSTITUTION: A pressed powder cosmetic composition contains starch and kaolin which are pulverized by a high pressure airstream. The pressure of the high pressure airstream is 1.0-6.0 bar. A method for manufacturing the pressed powder cosmetic composition comprises the steps of: pulverizing starch and kaolin by the high pressure airstream; stirring and mixing the pulverized starch and kaolin with metal oxides, metallic soap, inorganic powder, and organic powder to prepare a first mixture; dissolving and mixing an oil binder and additives to prepare a second mixture; minutely spraying the second mixture to the first mixture; and pulverizing, maturing, filtering, and compressing the final mixture.
