<p>PURPOSE: A method and a device of detecting a time offset for an initial ranging process of a fixed wireless communication system are provided to prevent performance degradation due to code errors. CONSTITUTION: A time offset detecting device (1300) for an initial ranging process includes an interval division unit (1310), an error generation determination unit (1330), an error correction unit (1350), and a weighted averaging unit (1370). The interval division unit divides a symbol into a confidence interval and an unreliable interval. The error generation determination unit determines the generation of code errors when a time off set value estimated by a differential operation between sub-carriers is included in the unreliable interval. The error correction unit corrects the code errors when the code errors are generated. The weighted averaging unit weighted-averages and accumulates the estimated time offset value based on a frequency domain channel correlation between the sub-carriers, a cumulative number of the differential operation, and a noise dispersion reduction effect of a normalization process.
