PURPOSE: A data rate matching apparatus and a method are provided to reduce the process time of rate matching signal by properly positioning the position of reading and writing in the memory. CONSTITUTION: A data rate matching apparatus (200) comprises a controller (210), a storage unit (220), an effective bit selecting unit (230) and a modulator (240). A controller generates control signals to read and store by mixing bits of bit string in respectively different rules with three bit strings inputted in multiple bit units. A storage unit stores the inputted bit string according to the control signal. The effective bit selecting unit selects part of the bit string which is read from the three bit strings of multiple bit units according to the control signal from the storage unit and generates an effective bit corresponding to the partial bit string. The modulator outputs by assembling the partial bit string and the effective bit according to the modulating method.
