CONSTITUTION: A finite impulse response (FIR) filter (203) performs FIR filtering on search region data of a previous image stored in a previous image storage memory (202). A QME data processing unit (205) generates reference region data for 1/4 pixel unit motion estimation using the FIR filtered search region data stored in a memory (204). A processing array unit (206) performs 1/2 pixel unit motion estimation using the FIR filtered search region data and a macro block of a current image and performs 1/4 pixel unit motion estimation using the reference region data based on a 1/2 pixel motion vector according to the 1/2 pixel unit motion estimation.
