PURPOSE: A scan converter capable of interpolating in real-time without distortion of directionality, an ultrasonic diagnostic apparatus, and a method thereof allows implementing scan conversion in real-time by forming a look-up table for vector interpolation. CONSTITUTION: A complex-valued signal selection part (210) selects four complex-valued signals which are adjacent to an interpolation signal. A first provisional interpolation signal generating unit (220) produces four first provisional interpolation signals by vector-interpolating with a weighted value according to a distance between the interpolation signal and each of two interpolation target signals. A second provisional interpolation signal generating unit (230) produces two second provisional interpolation signals by vector-interpolating with a weighted value according to a distance between the interpolation signal and each of two interpolation target signals. An interpolated signal generating unit (240) vector-interpolates with a weighted valued which is an average of two second provisional interpolation signals to produce an interpolation signal. An interpolation topographic feature extraction part (250) extracts phase information of an interpolated signal and the first and second provisional interpolation signals, using a look up table.
