A rotatable bobbin (7) is rotated around a rotational axis (6) and a spring element (17) is set to produce working bias force (F) on bobbin. A lid element (8) is provided to close and open an aperture (4) on the bobbin. A thrust bearing (21) is moved relative to rotational axis, such that cover is coupled to thrust bearing by a coupling mechanism (22).
