PROBLEM TO BE SOLVED: To provide an optical device, an optical deflector, and an optical modulator having a phase modulation element that applies voltage to an optical waveguide layer formed of an electro-optical material to form a refractive index modulation area of a laser beam, and capable of suppressing beam distortion of a laser beam generated in the refractive index modulation area to provide an output beam with excellent profile from the phase modulation element.SOLUTION: An optical device 100 includes: a phase modulation element 20 that modulates a phase of a laser beam L upon application of voltage to an electrode 23 by using a refractive index modulation area 25 formed on an optical waveguide layer 21 formed of an electro-optical material; and a light source 30 that irradiates the refractive index modulation area 25 with pump light U for cancelling a space charge electric field formed by a drift carrier that is generated on the optical waveguide layer 21 by the electrode 23 applying voltage to the optical waveguide layer 21. |
