PROBLEM TO BE SOLVED: To provide a simple method for forming a hydrophilic layer by immobilizing a hydrophilic compound on the surface of a substrate in order to suppress adsorption of a substance onto the substrate surface.SOLUTION: The method for producing a surface hydrophilic substrate includes arranging a mixture 901 of a combined density regulator and a hydrophilic polymer on the surface of the substrate 800, irradiating the mixture with radiation such as electron beams, to bond the hydrophilic polymer via the combined density regulator to the substrate surface and to form the hydrophilic layer 902, thereby obtaining the surface hydrophilic substrate 810.
