A cement-blended mixture is obtained by arranging an anode and a cathode of electroconductive wire or metal strand containing 3-80 wt.% inorganic mineral building material, 0.5-20 wt.% water, 0.1-90 wt.% carbon fibers or metallized fibers, 75 wt.% mineral fibers or plastic fibers of inorganic aggregates with or without alkali buffering property, 25 wt.% electroconductive material and 5 wt.% concrete additive.
