PROBLEM TO BE SOLVED: To provide an exhaust emission control device or the like of a heat engine to purify CO, HC in an exhaust gas in an oxygen excess atmosphere with high purification performance.SOLUTION: The exhaust emission control device of the heat engine, which is provided with a CO, HC purification catalyst oxidizing and purifying CO or HC, is arranged in an exhaust flow path of the heat engine discharging the exhaust gas containing CO and HC and in an oxygen atmosphere excessive more than stoichiometric amount. The CO, HC purification catalyst has: a porous support of an inorganic compound; and at least one kind selected from Pt, Pd, Rh, Au, Ir, Ru, Os supported on the porous support as a catalytic active component. The porous support contains: Ce; and at least one kind selected from Pr, Nd, Gd, La. |
