PROBLEM TO BE SOLVED: To provide a portable terminal, a terminal function management system, a terminal function management method, a terminal function management program and a computer readable storage medium for storing its program which can quickly and surely determine an electronic money balance to be guaranteed while prohibiting unauthorized use of electronic money by a stranger due to loss or theft.SOLUTION: In a portable terminal 7, a lock function which sets limitation on access to a chip storage unit 18 storing a value balance is enabled. Thus unauthorized use of electronic money by a stranger due to loss or theft of the portable terminal 7 is prohibited. The value balance acquired before cancellation of the lock function after completion of enabling of the lock function is stored in an electronic money server 2. By this way, the electronic money balance to be guaranteed which is stored in the chip storage unit 18 at the time point when the loss or the theft is revealed is quickly and surely determined.
