This optical waveguide (10) with mirror is provided with a lower cladding layer (22), a core pattern (24) formed on top of the lower cladding layer (22), a mirror (30) formed on an inclined surface (31) of the core pattern (24), an upper cladding layer (26) which covers the core pattern (24) other than portion with the mirror (30), and a substantially columnar opening (26a) formed on the upper cladding layer (26), wherein the mirror (30) is formed inside of the opening (26a).
