PROBLEM TO BE SOLVED: To provide an underwater discharge device generating highly reactive activated species in large amounts.SOLUTION: The underwater discharge device is provided with: a container (19) for storing water; a power source (70, 70a, 70b, 70c, 70d); an electrode pair (64, 64a, 64b, 65, 65a, 65b, 170, 178) which is connected to the power source (70, 70a, 70b, 70c, 70d) and causes discharge in water to generate a hydroxide radical in the water inside the container (19); and an ultrasonic generation part (94) converting into the hydroxide radical, the hydrogen peroxide in a liquid generated by change of the hydroxide radical generated by irradiating the water in the container (19) with ultrasonic waves. At least one of the electrode pair (21, 22, 64, 64a, 64b, 65, 65a, 65b, 170, 178) is composed of the metal including copper or iron. |
