PURPOSE: A soil barrier is provided to reduce a construction time and a construction cost; prevent withering; and increase a germination rate. CONSTITUTION: An inlet port (111) is formed in one side of a soil barrier burlap bag (110) in the soil barrier part (10). Gravel or a soil (112) is filled inside the soil barrier burlap bag and the inlet port of the soil barrier burlap bag is tied with a lashing strap (120). A connection part (130) is equipped in the four edge of the soil barrier part. A vegetation burlap bag (210) is formed by comprising a vegetation protection member (211) in the upper part of the outside of the soil barrier burlap bag in the vegetation part (20). A sporeling (212) is filled with a mixture of two among a seed, sand, a soil, an absorbent resin, a fertilizer inside the vegetation burlap bag. A connection ring (130) of a metallic material is combined with a connection support (131) of a synthetic resin material. A sewing line (213) which is sewn to width and height is comprised in the vegetation part of the vegetation burlap bag (210) in which the sporeling is filled. A binding hole (30) is equipped in the top of the vegetation part. An anchor pin (32) is inserted into the through-hole (311) which is formed in a longitudinal direction of both end parts of the coupling member (31) in the binding hole. A fixing needle (313) for fixing the vegetation part is formed in the lower surface of the coupling member. A reverse triangle protrusion (321) is integrally formed with the anchor body of the anchor pin.
