PROBLEM TO BE SOLVED: To improve encoding efficiency of motion information while suppressing a load when processing the motion information.SOLUTION: When an inter-image prediction mode indicated by prediction mode information is a first inter-image prediction mode using motion vector information included in encoding information of a reference block specified by an index, a first mode output section specifies the reference block of a decoding target block on the basis of priority and the index of the reference block and outputs the encoding information. When the inter-image prediction mode indicated by the prediction mode information is a second inter-image prediction mode using a differential motion vector corresponding to the reference block specified by the index, a second mode output section specifies the reference block of the decoding target block on the basis of the priority and the index of the reference block, and adds a prediction motion vector based on the motion vector information included in the encoding information of the reference block and the differential motion vector to calculate motion vector of the decoding target block and outputs the calculated motion vector of the decoding target block.
