PROBLEM TO BE SOLVED: To provide an apparatus and method of manufacturing a mist formation filter, for manufacturing the mist formation filter in which a plurality of fine through-holes are formed in a synthetic resin sheet, and to provide the mist formation filter.SOLUTION: An apparatus 10 of manufacturing a mist formation filter includes a receiving base 11 and a back sheet 12 held on the receiving base 11, having heat resistance, and supporting a synthetic resin-made substrate sheet 20. A nano-imprint mold 30 having a plurality of projecting parts 31 at a lower part is formed above the back sheet 12. The nano-imprint mold 30 is movable in the vertical direction, and the substrate sheet 20 and the back sheet 12 are thereby pressed between the receiving base 11 and the nano-imprint mold 30 to form the mist formation filter 40 in which many fine through-holes 41 are formed in the substrate sheet 20.
