PROBLEM TO BE SOLVED: To provide a developing device which prevents a toner from splashing due to air flow with a simple configuration using an air flow interrupting member, and also prevents a gripping performance from being hindered by the air flow interrupting member even when a gripping part is arranged at a portion apt to occure the toner splashing, and to provide an image forming apparatus with the developing device. SOLUTION: The air flow interrupting member 40 is installed at one end of a developing unit 3a. Before the developing unit 3a is attached to the image forming apparatus 100, the air flow interrupting member 40 is arranged at a second position where the gripping part 50 formed at one end of the toner replenishing port 35 is exposed. When the developing unit 3a is attached to the image forming apparatus 100, the air flow interrupting member 40 is arranged at a first position where it is brought into contact with a side surface of a developing container 20.
