PURPOSE: A touch panel and a manufacturing method are provided to isolate an inductive electrode layer from the oxygen in a high-temperature baking condition, thereby improving the accuracy of recognized touch positions. CONSTITUTION: A patterned protective layer (70) covers an inductive electrode layer. The pattern of the patterned protective layer is the same as the pattern of the inductive electrode layer. A substrate has a touch area and a surrounding area. The inductive electrode layer is arranged on the touch area. Lapping endpoints (64) are distributed at the edge of the touch area and are connected to the inductive electrode layer. Surrounding circuits (60) are connected to the lapping endpoints and are distributed on the surrounding area of the substrate.
