PURPOSE: A battery management system and a battery management method are provided to judge fault of a cell balancing switch accurately. CONSTITUTION: A battery management system (200) includes a balancing switch (210), a voltage sensing unit (220) and a control unit (230). The balancing switch balances a voltage of a cell included in a battery. The voltage sensing unit measures an ON voltage of the cell when the balancing switch is on, and measures an OFF voltage of the cell when the balancing switch is off. The control unit judges whether the cell is in the charging state or not on the ground of the OFF voltage, and controls fault inspection of the balancing switch if the cell is not in the charging state.
