The device has arms carrying floats (A-C) and radially extending and distributed in a star around a vertical central axis (30) of a support along directions (10a, 10c). The arms are mounted around convergent clevis pins (20a-20c) passing through the axis. A mechanism reverser includes a single-main wheel for rotating an output shaft and each arm. A pair of opposite bevel gears is attached in rotation with the arm along different directions. Pinions are overlapped such that rotation axes are placed out of star around the wheel. The pinions are regularly distributed along its conical teeth. The support is a mooring buoy floating object.
