PURPOSE: A device for cooling and warming foot is provided to decrease fatigue of foot in a narrow space like an office sharply, and to remove bad smell due to the fatigue of foot of a user or bad smell due to foot moisture. CONSTITUTION: A device for cooling and warming foot to decrease fatigue of foot comprises a housing (201), a rugged foot stool (205), a Peltier element (345) and a control device. The housing has an installation port whose upper side is open, and has a number of exhaust valve grooves (207) in the upper side of the installation port. The rugged foot stool is installed to rotate having a hinge in the installation port. The Peltier element is installed in the lower side of the rugged foot stool, and performs the function of cooling or heating the rugged foot stool. The control part controls operation of the Peltier element, and controls to absorb bad smell through the exhaust valve groove of the housing and to exhaust the bad smell to the outside through a filter, and controls to supply external air to the exhaust valve groove.
