PURPOSE: A device and a method for forming interior materials of a vehicle are provided to utilize a base material for manufacturing a foamed article by adding a foaming process to an injection molding of a base material, thereby reducing the weight of interior materials without the reduction of thickness while maintaining strength. CONSTITUTION: A device for forming interior materials comprises a mold device(100), an injection molding device(122), and a locking mechanism(130). The mole device comprises first and second molds(110,120). The first mold is moved so that the first and second molds are opened and closed. The first mold comprises a vacuum forming mold vacuum forming a surface material(1a). A cavity(121) for inject-molding a base material(2) is formed in a correspondent part of the second mold joined with the vacuum forming space of the surface material. The injection molding device injects foaming fluid into the cavity of the second mold through an injection passage(124) of the second mold. When the first mold is moved to a fine mold opening position for securing a foaming space of the foaming fluid supplied to the cavity, the locking device locks a position of the first mold.
