PROBLEM TO BE SOLVED: To create a transportation plan for transporting loads from a plurality of delivery bases to a plurality of delivery destinations by using a plurality of transportation means on designated dates.SOLUTION: A relay transportation plan among the delivery bases by the plurality of transportation means and a direct transportation plan from the delivery bases to the delivery destinations are created to achieve the transportation plan for minimizing empty deadheading of the transportation means used on the delivery day by evaluating and correcting the result of a transportation simulation on the delivery day performed based on the relay transportation plan and the direct transportation plan. The transportation simulation execution means is performed by an optimizing calculation using a linear programming method and a metaheuristic method to create the transportation plan.
