PROBLEM TO BE SOLVED: To calculate the accurate number of people having trouble returning home while accurately estimating the number of terminals while calibrating influences exerted by fluctuation of a receiving interval when estimating the number of terminals using positional information.SOLUTION: A distance calculation section 106 calculates for each position of a mobile unit a distance between positions based on an address and a current location in user identifier matching data. A people-having-trouble-returning-home coefficient derivation section 107 derives a coefficient corresponding to the calculated distance. Then, a data correction section 108 generates a people-having-trouble-returning-home data table as a corrected database including a coefficient reflected feature amount obtained by multiplying a feature amount described in the user identifier matching data with the derived coefficient for each of positions of mobile units in the user identifier matching data. A number-of-terminals estimation section 109 estimates the number of terminals of mobile units by totalizing the coefficient reflected feature amounts for each predetermined unit on the basis of the people-having-trouble-returning-home data table. |
