PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a favorable image.SOLUTION: An image forming apparatus includes: an image carrier on which an electrostatic latent image is formed; and a developing device for forming a toner image on the image carrier by developing the electrostatic latent image with toner. The developing device includes: a toner container that has an opening and contains the toner; and an endless developing belt arranged at the opening, facing the image carrier, having a conductive adhesive layer on which fibers are flocked by electrostatic flocking, and being endless and flexible. The endless developing belt is arranged at the opening to carry the toner in the toner container, and is brought into surface contact with the image carrier to transfer the carried toner to the image carrier to develop the electrostatic latent image, and further is brought into surface contact with a peripheral edge of the opening to peel off the toner remaining after the development. |
