PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a favorable image.SOLUTION: An image forming apparatus includes: an image carrier on which an electrostatic latent image is formed; and a charging device for charging the image carrier. The charging device is an endless electrically charged belt that includes a conductive adhesive layer on which fibers are flocked by electrostatic flocking, and is endless and flexible. The endless electrically charged belt is formed by the steps of: forming sequentially an elastic release member and the conductive adhesive layer on an outer surface of a cylindrical base material; flocking the fibers on the conductive adhesive layer by the electrostatic flocking; and releasing the conductive adhesive layer on which the fibers are flocked by the electrostatic flocking from the release member. Further, the endless electrically charged belt is brought into surface contact with the image carrier to charge it. |
