PURPOSE: A paper feeding apparatus and an image forming apparatus having the same are provided to control a knock-up plate and a retard roller to be lifted using cams connected to one driving shaft, thereby reducing space restrictions and cost, reliably picking up a paper, and stably forming the image. CONSTITUTION: A paper feeding apparatus includes a pick-up roller (121), a knock-up plate (111), a forward roller (123), a retard roller (130), a first control unit (151), and a second control unit. Recording media (P) are loaded on the knock-up plate. The knock-up plate is capable of moving to a pick-up position in which the recording media are in contact with the pick-up roller, and to a release position in which the recording media are separated from the pick-up roller. The forward roller transfers the recording media picked up by the pick-up roller. The retard roller is capable of moving to a contact position in which multiple transfers are prevented by applying a frictional force to the rear side of the recording medium which is transferred between the retard roller and the forward roller, and to a separation position in which the retard roller is separated from the forward roller. The first control unit moves the knock-up plate to the pick-up position and the release position. The second control unit moves the retard roller to the contact position and the separation position.
