PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses peeling-off of an undercoat layer from a metallic surface of a conductive support in a high-temperature and high-humidity environment, and suppresses a potential variation, a manufacturing method of the electrophotographic photoreceptor, and a process cartridge and an electrophotographic device which include the electrophotographic photoreceptor.SOLUTION: An electrophotographic photoreceptor includes an undercoat layer that contains a silane coupling agent having a -NH- group, metal oxide particles, and an urethane resin obtained by polymerizing an isocyanate compound and a polyvinyl acetal resin. The elastic deformation rate (we/wt value) of the surface of the undercoat layer in a universal hardness test satisfies the following formula (X). we/wt value measured in an environment of a temperature of 23°C and a relative humidity of 50% after 24-hour storage in the same environment≥we/wt value measured after 24-hour storage in an environment of a temperature of 50°C and a relative humidity of 90% (X). |
