PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses a variation in a bright part potential after repeated use for a long period in a high-temperature and high-humidity environment, a manufacturing method of the electrophotographic photoreceptor, and a process cartridge and an electrophotographic device which include the electrophotographic photoreceptor.SOLUTION: An electrophotographic photoreceptor includes a support, an undercoat layer, and a photosensitive layer. The undercoat layer contains zinc oxide particles, the specific amount of which being treated with an aminosilane compound, and an urethane resin.
