PURPOSE: A device and a method for controlling a throttle valve when a starting key is lost are provided to prevent a vehicle from being driven by setting an opening angle of the throttle valve lower than a critical value when the information that a driver loses the starting key by carelessness is received. CONSTITUTION: A device for controlling a throttle valve when a starting key (11) is lost includes a starting key searching module (13) and a valve control module (17). The starting key searching module searches the starting key whether the starting key is existed inside a vehicle or not in idle-rotation. The starting key searching module generates the information of the loss of the starting key if the starting key is not existed inside the vehicle. The valve control module controls the operation of the throttle valve based on the information of the loss of the starting key of the starting key searching module.
