摘要 <P>PROBLEM TO BE SOLVED: To provide technique for precisely determining a macro block partition with high encoding efficiency. <P>SOLUTION: An animation encoding device selects the division pattern of a block for motion vector detection from a plurality of patterns, and calculates a matching error within the location range of a reference image concerning the macro blocks divided in response to a selected division pattern. The motion vector is detected based on a position with the minimum matching error. Matching errors corresponding to the detected motion vectors are compared concerning the respective patterns, so as to determine the division pattern of the macro block to be used for encoding, based on the matching error to be the minimum.
