PURPOSE: A communication device using a plurality of cells is provided to control operation of target control device included in a cell having oneself in a specific cell or the other cell using a plurality of cells arranged to be overlapped with more than one opponent cells. CONSTITUTION: If an internal command provided from a command input unit and an external command provided from a wireless reception unit is a command for controlling a target control device included in a cell region having itself, a wireless transmission and command execution control unit (110) transmits the internal command or the external command to the target control device. If the internal command or the external command is not a command for controlling the target control device, the wireless transmission and command execution control unit wirelessly outputs the internal command or the external command through a wireless transmission unit.
