PURPOSE: A heat-exchange type pre-reformer is provided to minimize a utility space, to improve efficiency by using exhaust gas discharged from an air electrode, to control heat, and to extend the lifetime of a catalyst layer. CONSTITUTION: A heat-exchange type pre-reformer (100) comprises a shell side (150) which includes a channel in which an exhaust gas from a cathode flows to enable the exhaust gas and a mixed gas to exchange heat; and a tube side (180) which is connected to the catalyst layer, is arranged to be overlapped with another region of the shell side, and enables the pre-reformed mixed gas to exchange heat with the exhaust gas.
