A composition for forming a highly refractive layer is provided to produce the highly refractive layer having excellent mechanical strength and wear resistance even when a low-temperature process is carried out. A composition for forming a highly refractive layer includes (a) an organic siloxane-metal oxide polymer, (b) a photobase generator, and (c) an organic solvent. The photobase generator is at least one selected from the group comprising 2-nitrobenzylcarbamates, sulfone amides, o-acyloximes, and nifedipines. The composition has a solid content of 2-6wt%. A method for preparing a highly refractive layer includes the steps of: (i) coating a substrate with the composition; and (ii) drying, exposing, and heat-treating the composition. |
