PURPOSE: An apparatus and a method for processing bills are provided to maximize bill receiving capacity and to have a simple structure by removing a temporary storage part for temporarily storing the bills. CONSTITUTION: A deposit and withdrawal part (100) is divided into a first space (110) for storing deposited bills and a second space (120) for storing withdrawn bills. A determination part (200) determines whether or not the bills transferred from the first space are normal. Multiple bill storage parts (300) receive or discharge the bills. A transfer passage (400) connects the deposit and withdrawal art, the determination part, the bill storage parts to transfer the bills. A control part receives the bills determined as normal in the determination part from the first space to the bill storage parts and transfers the bills stored in the bill storage parts to the second space when the deposit is canceled.
