PROBLEM TO BE SOLVED: To provide an ice heat accumulating air-conditioning system of a new heat accumulating method, capable of largely reducing electric power consumption, and capable of improving operation efficiency in a refrigerating machine. SOLUTION: This cold heat accumulating microcapsule ML having an average particle size of 0.2-2 mm of containing a cold heat medium having the phase change temperature of 3-10°C at a rate of occupying 70 wt.% or more of the whole, is soaked in water W in an ice heat accumulating tank 1 for arranging a heat exchange part 5 by the refrigerating machine 2.
