PURPOSE: A device of forming a lubricant layer on the surface of glass, an annealing furnace comprising the same, and a glass manufacturing device comprising the same are provided to form a sulphate lubricant layer on the surface of glass using few amount of an SO2 gas by promoting the oxidation of the SO2 gas into an SO3 gas using an oxidizing catalyst. CONSTITUTION: A device of forming a lubricant layer comprises an SO2 supplying unit (110), an O2 supplying unit (120), and a catalyst holding unit (130). The SO2 supplying unit supplies an SO2 gas. The O2 supplying unit supplies an O2 gas. The catalyst holding unit is shaped into a structure comprising an oxidizing catalyst for an SO2 gas as a component. The catalyst holding unit generates an SO3 gas by receiving the SO2 gas and O2 gas from the SO2 supplying unit and O2 supplying unit and supplies the SO3 gas to glass. The oxidizing catalyst comprises at least one of V2O5, Fe2O3, CuO, TiO2, Cr2O3, SiO2, CaO, Al2O3, and WO3. The structure is a honey-comb type, plate type, or pellet type.
