The control apparatus includes a connection change determination unit (114) which determines whether to perform connection in response to a change request of a connection destination from a mobile terminal (400), a measurement unit (112) which measures communication conditions from the first or second base station about all the mobile terminals which are located in the first radio section, a change value determination unit (113) which determines a change value of transmission power of the second base station, a prediction unit (112) which predicts communication conditions after transmission power of the second base station is changed based on the change value, and a power change unit (113) which changes transmission power of the second base station based on the change value. When the mobile terminal changes a connection destination, the power change unit (113) changes the transmission power of the second base station according to measurement results and prediction results of the communication conditions.
