PURPOSE: A flat solar collector panel is provided to directly heat-exchange between hot water collected in a heating unit and a heat storage tank installed at the lower end, thereby increasing the efficiency of heat collecting. CONSTITUTION: A flat solar collector panel includes a collector panel heating unit (130) which has an interior space in a size of about 10 mm. The flat solar collector panel is made of a plastic material with excellent heat resistance. A thermal absorption layer is made of a matte black plastic material. The flat solar collector panel is made of a steel plate of metal material with excellent thermal conductance including the plastic material.
