PURPOSE: Vehicle regulation system and method thereof using a smart phone are provided to reduce working hours by transmitting parking and stopping regulated vehicle information right after regulating an illegal parking and stopping vehicle on site. CONSTITUTION: Location information is received from a global positioning system (GPS) module of a smart phone and a regulation location is automatically inputted in a control unit (S404). A license plate of an illegally parking and stopping vehicle is automatically recognized in a camera of a smart phone and is photographed (S406). A control unit processes regulated contents including violated regulations and violated contents inputted through a user interface (UI) (S412). Photographed image and regulation information including regulated time, regulated location and regulated contents in the control unit are transmitted to a server in real time (S414). A parking and stopping regulation sticker is outputted in the control unit using a mobile printer (S418).
