PURPOSE: An electronic charge collecting system and a method thereof are provided to improve the utilization of spaces by not installing devices at each lane and reduce costs for installing and maintaining. CONSTITUTION: An electronic charge collecting system (200) comprises a first photographing part (321), a second photographing part (322), a billing processing part (350), and a matching part. The first photographing part photographs the front side of a vehicle entering into one lane among multiple lanes for collecting the front side information of the vehicles. The second photographing part photographs the rear side of the vehicle going out to one lane among multiple lanes for collecting the rear side information of the vehicles. The billing processing part performs billing of the vehicles entering the billing areas of the multiple lanes for generating billing information of the vehicles. The matching part uses the front and rear surface information of the vehicle before confirming the billing information corresponding to the vehicle for determining the violation of the vehicle.
