PURPOSE: A method for selectively scrambling bit-streams is provided to prevent a collision of a video decoder and interruption of rendering due to adaptability change by scrambling bit-streams which is coded without modifying adaptability of bit-streams. CONSTITUTION: A scrambling device determines at least one modifiable part (E1) in coded bit stream (Co). The scrambling device selects at least one modifiable part (E2). The scrambling device changes modified part from the original to alternative about at least one of alternative modified parts which is selected.
