PURPOSE: An information collecting system for accessing users of mobile cloud and a method thereof are provided to use situation information reflecting a connection environment when a user uses a mobile communications service, thereby applying a security service based on the situation information. CONSTITUTION: A mobile terminal (100) transmits a situation information message. A server (200) transmits a response message using the mobile terminal in response to the situation information message. The situation information message includes user identifier information and terminal information of the mobile terminal, time information identifying when the situation information is collected, location information identifying the location of the mobile terminal, and network information identifying a network to which the mobile terminal is connected. The response message includes transmission time information and response information identifying a reception state.
