The invention provides a partially applied whitening agent such as whitening cosmetics, wherein skin permeability with fine whitening components is exhibited, a large number of or multiple kinds of whitening components can quickly permeate corneous layer, and high whitening effect can be exhibited. At least one oxyalkylene derivative represented by the following formula (I) is applied with combinations of water-soluble whitening components, wherein Z represents residues obtained from compounds having 3 to 9 hydroxide radicals by removing hydroxide radicals; AO represents oxyalkylene group having 3 to 4 carbon atoms; EO represents oxyethylene group; BO represents oxyalkylene group having 4 carbon atoms; a represents 3 to 9; l, m and n respectively represent the average addition mole number of AO, EO and BO, and l is greater than or equal to 1 and less than or equal to 50, m is greater than or equal to 1 and less than or equal to 50, and n is greater than or equal to 0.5 and less than or equal to 5; the weight ratio (AO/EO) of AO to EO is 1/5 to 5/1; and AO and EO can be added irregularly or added in blocking manner.
