PURPOSE: A system and a method for transmitting and receiving voice are provided to increase the transmission speed of voice data and character data. CONSTITUTION: A web server (122) receives voice data or character data from a sender terminal through a predetermined mobile domain. A middleware unit (130) receives the voice data or the character data, performs binary coding, temporarily stores the data, and transmits the data to a receiver terminal through an internal protocol. The middleware unit includes a voice converter (131), a voice keeper engine (133), a temporary DB engine (135), and a voice compression unit (136). The voice converter converts the received voice data into a binary code. The voice keeper engine receives the coded voice data from the voice converter, divides the data in a predetermined standard, and keeps the data. The temporary DB engine temporarily stores the voice data which is not connected to a receiver based on internet connection information of a sender and the receiver for the voice data obtained through a state server. The voice compression unit compresses the divided voice data kept in the voice keeper engine and transmits the data to the receiver terminal.
